Best Whale Watching & Swimming with Dolphins?

I was wondering if that is still a good time to go whale watching or not. Would you recommend a good company. In addition, my sisters were interested in swimming with dolphins. Does anyone know a good place where you actually get to swim (not just touch and learn about them) that are reasonably priced?
